On 06/20/2012, member of the Directed Patrol Unit were conducting a surveillance operation in the area of S. Market St and the Entrance to Carroll Creek Linear Park.
OFC. Sullivan who was observing the area, observed three subjects within the park drink from a Natural Ice beer that was concealed in a white plastic baggie. Upon observing this OFC. Sullivan advised units in the area and all three subjects were then arrests for possessing/consuming intoxicating beverage in Carroll Creek Linear Park. One of the subjects was a juvenile and the other two subjects were identified as a Zachary Martin Holly 01/09/1989 and the other a Ricardo Anthony Wingfield 01/26/1987. A search of Holly and Wingfield yielded synthetic cannabinoid that was in their possession. Both Holly and Wingfield were then transported to Frederick County Adult Detention Center to be booked. The juvenile was taken to the station, processed and charged with the Consuming/Possession for alcohol within Carroll Creek Linear Park and released to his parent.
