On this date Ofc. Pyon was on patrol in the area of 1305 W. 7th St. He observed a vehicle with several occupants acting suspicious. He went and spoke to the occupants and summoned a police K-9 to conduct a sniff of the vehicle. The police K-9 alerted to the presence of CDS emanating from the vehicle. The driver Douglas Collins was placed under arrest due to the positive K-9 sniff. He was searched incident to arrest and CDS paraphernalia was located on his person.
The female passenger was searched by a female officer. The officer located CDS paraphernalia on her person. The vehicle was searched due to it being readily mobile. Officers located a quantity of suspected heroin inside of the purse of Amanda Willis inside the vehicle.
Willis and Collins were both transported to the Frederick County Adult Detention Center for an appearance before the District Court Commissioner.
