On 2/22/2013 at approximately 1000 hours officers with the Direct Patrol Unit were conducting surveillance of suspicious subjects in the 100 block of N. Market Street after several complainants of panhandling.
Officers were observing a subject known to them as Joshua Colonna Jones 08/19/1990. As the officers continued to observe Mr. Jones, he was observed stopping several citizens walking along North Market Street and appeared to converse with them. Several of the citizens shook their heads no, or made hand motions as if they did not have anything prior to walking away which led the officers to believe that Mr. Jones was engaging in panhandling activity.
Another officer in plain clothes in the area, walked through the area past Mr. Jones. As the plainclothes officer passed Mr. Jones she advised that he stated "Excuse me, can I talk to you?" which caused the officer to turn around toward him and speak to him. Mr. Jones then asked the plainclothes officer "Do you have any change?". The officer then informed Mr. Jones that she had none, and left the area.
Mr. Jones was then placed under arrest for panhandling and issued a criminal citation and released from the scene.
