On 11/29/2012 at about 11:39 PM, OFC Loftis of the Street Crimes Unit was conducting surveillance in Tasker's Chance in reference to several recent theft from motor vehicle incidents there when he noticed a parked car in the 100 block of Chestnut Hill Lane with four people inside. After a period of observation, OFC Loftis approached and made contact with the occupants. The driver, Marcellus Dominic Walker, had flakes of a leafy green substance on his jacket front and was asked to exit the vehicle. An opened package of a synthetic cannabinoid was seen in plain view on the floorboard at Walker's feet. A subsequent search of Walker revealed two needles.
The front seat passenger, Shalisa Jacquelyn Tyler, was charged with possession of marijuana and paraphernalia for a smoking device found on the floorboard at her feet. The other two passengers were released without charges.
