On Tuesday, November 20 2012 at 1029 hours, Direct Patrol Unit was conducting a surveillance operation within the Carroll Creek Linear Park due to continued complaints of loitering, alcohol use, and drug complaints. While watching a group of 10 individuals gathered near the Carroll Creek suspension bridge, OFC. Anderson observed one of the group members as Arthur Eugene Lancaster Jr, 09/29/1956. OFC. Anderson then observed Lancaster turn around and flick the cigarette onto the grass. Upon observing this Mr. Lancaster was contacted and then placed under arrest for littering.
A search of Lancaster incident to arrest yielded a prescription bottle containing 8 individual baggies of suspected marijuana. Also located was an Altoids mint container with suspected synthetic cannabinoid. There was also a package of Mr. Nice Guy, containing suspected Synthetic cannabinoid. A further search at the Frederick County Adult Detention Center yielded 6 individually packaged baggies of crack cocaine within a prescription bottle. Also located in a gum package were 7 pills of Acetaminophen/Oxycodone hydrochloride which Lancaster did not have a prescription.
