On 10/25/2012, OFC. Anderson and Trapp were on routine foot patrol on in the area 1st blk of N. Market St. While on foot, their attention was drawn to a subject who came up to them and started yelling about various art sculptures throughout the downtown area. This subject, who was later identified as a Daniel Dyck Monroe 01/22/1981, was told several times by both officers to lower his voice and he refused.
Upon Mr. Monroe failing to obey the officers orders to lower his voice he was placed under arrest for Disorderly Conduct and Failing to obey a lawful order to prevent a disturbance. He was then transported to the Frederick County Adult Detention Center.
