The City’s Adequate Public Facilities Ordinance (APFO) is Chapter 4 of the City Code. Adopted as one tool for managing growth, the APFO establishes a process for analyzing a proposed development’s impacts on public infrastructure, including water and sewer line capacity, roads, schools, and water and sewer basin treatment capacity. The APFO establishes the standards for adequacy for each of these facilities and through the testing process inadequate infrastructure is identified. Mitigation measures for failing infrastructure are identified and time frames for their completion are established in order for construction on a project to begin
Over the next several months, the Mayor and Board of Aldermen will be hearing presentations by staff and taking public comment on the various components of the APFO. The first of the workshops was held on February 7, 2019. This discussion focused on general procedural elements of the APFO. Upcoming workshops will focus on the following:
